This is Adorned by Ocean Observations. It's absolutely incredible and thought it should be shared with all of the users of Customize 2.0. To get reflective icons of this theme to place in the dock, look for AdornedReflectiveIcons. Also look for Adorned Obsidian, a theme similar to this one and also created by Ocean Observations.
